Overview/Risks

Manages MTF foundation-wide software development, database administration, release management and software development team members. Acts as secondary resource for Dev Ops needs and departmental functions and assumes primary responsibility for Dev Ops in the absence of leadership. This position will create, design and problem solve a variety of solutions including, but not limited to automation of business processes, software development, database systems, integrations, enterprise application suites and web application systems. Architects and designs in innovative, efficient and secure solutions for delivery of software and data center capability. Consults with business owners, management and peers to clarify requirements and business needs. Reviews, analyzes and evaluates requirements and business systems to recommend, build and deliver quality working solutions. Manages the R&D, development, delivery, maintenance and operations of business systems with highest level of quality. Works independently and through team members.

Responsibilities

  • Manage Foundation-wide system and software development teams as well as database development work groups. Scope includes QAD, QDDS/PTFS, DAS/DORA, Donortrac Plus, and StatTrac and other development teams.
  • Responsible for selecting, hiring, training, performance management, professional development, evaluation and management of all team members that this role is responsible for, including communication and resolution of personnel issues with Senior IT Management and Human Resources.
  • Coach and mentor employees on development practices, policies, procedures and technology related regulatory practices (FDA 21 CFR 11 - validated systems, etc.)
  • Source, select and manage contractors from various locations, both national and international.
  • Ensue the development team maintain's high quality delivery standards and measure progress through KPIs.
  • Manage the development team to successful outcomes for systems development and quality working business solutions.
  • Participate in and facilitate creative problem solving with internal and external resources through different activities such as agile and R&D best practices.
  • Work with the development team and other technical resources to identify and resolve performance bottlenecks through troubleshooting and best-practices as well as performance analysis methods.
  • Lead the planning, design and build of high availability next-gen systems through measured, studied and evidence-driven practices.
  • Provide assistance and support to programming staff during peak production or testing times.
  • Communicate projected timelines, develop applications according to customer specifications, provide detailed documentation of project work, and work with other consultants to provide quality solutions to its clients.
  • Responsible for architecture, design and delivery of working business systems, integrations, and environments.
  • Plan and oversee system and database tuning, environment upgrades, patching and other administrative functions.
  • Develop and maintain documentation and process to support an FDA validated client solutions.
  • Perform other duties as instructed by the Associate Director, Software Development

 

Qualifications

  • Bachelor's Degree required
  • 7 to 10 years directly related experience managing software development teams using .NET stack and related tools and supporting production MS SQL Server environments.
  • Software development management using .NET stack and tools in an Agile Scrum or Kanban environment Fluent understanding of MS SQL Server RDBMS engine, and experience in installation experience for MS SQL Server DB in mission-critical systems, in working with MS SQL Server support for fast issue resolution on client environments required.
  • Understanding of various backup configurations - using third party hot agents with MS SQL Server and Windows backup utilities required.
  • Experience with MS SQL Server 7, 2000 and 2005 in test, development, QA and production environments in single or multi-tiered deployments and with MS SQL Server Administration and Event Monitoring. Strong operating system experience in Windows Server for software development, release management and production on-premise or cloud operations

  • MTF operates 24/7/365. Therefore, this position may be required to work some nights and weekends.
